In the next ten days, complete and comprehensive support for the policy of giving birth to children in Serbia will be known, announced President Aleksandar Vučić on the Instagram account “Budućnostrbijeav”.
– I want to inform the citizens that in the next ten days we will come out with full and comprehensive support to the policy of childbirth in our Serbia – wrote Vučić, and said that “everything we do makes no sense unless there are those who can preserve and improve it all in the future”. – What I wrote will be great news, due to the significant increase in benefits by the state to all women who decide to have children.
This summer, the President stated that he had received proposals from the Minister for Family Care and Demography, Ratko Dmitrović, to start with the amendments to the Law on Financial Support to Families with Children. As he stated at the time, the amounts that the state pays for children and births would be significantly increased, not only for the first, but for each child. Vučić’s proposal was to increase the benefits for each born child to 5,000 euros.
Last year clearly showed that couples who decide to start a family more than need help and material stability. Then, according to the data of the Republic Bureau of Statistics, a record negative natural increase was recorded, among other things due to the corona virus. Less than 62,000 babies were born in Serbia for the first time, while at the same time we had an increased mortality of about 115,000 people (the usual annual average is 102,000 – 103,000). Most newborns were in the Belgrade region (17,236), and the least in southern and eastern Serbia (11,657)
The value of natural increase was in the red by 53,000 souls, which “translated” from the language of numbers means that our country has lost a city the size of Uzice, Sabac or Ruma. Demographers warn that a larger decline can be expected this year as a direct consequence of the corona, but, also, a demographic “boom” is possible after the pandemic. Something similar has already happened to us after the bombing in 1999, when we had a drop in the number of births, and in 2000 and 2001 the number of babies jumped.
Some of the changes in the regulations related to population policy have already happened this summer, when the deputies adopted the amendments to the Law on Financial Support to Families. Thus, mothers who gave birth to children with disabilities now have the right to salary compensation, but also money for someone else’s care and assistance, and they do not have to opt for one of the two as before. Namely, the Constitutional Court assessed the previous legal provision as unconstitutional, and on Sunday the deadline for submitting a request to return to these mothers retroactively the difference between what they received and what they were supposed to receive expired.
This year’s legal changes guarantee a minimum compensation for mothers during the first three months of the baby’s life, as well as one that concerns the equalization of the rights of agricultural insured persons with other mothers. Mothers now expect guaranteed compensation to mothers at least in the amount of the national minimum and during the period of child care, reduction of the number of months included in the calculation of benefits from 18 to 12, achieving equal position of mothers who perform activities independently, recognizing families with more than four children …
PARENTAL allowance of 100,000 dinars for the first child is paid by the state once. The fee for the second of 240,000 dinars is paid in 24 monthly installments, and for the third and fourth in 120 installments and amounts to 1.4 and 2.1 million dinars, respectively.
