Will kovid passes be required in all catering facilities during 24 hours, will the indoor New Year celebration be possible, and will a kovid document be required for all facilities except stores?

A session of the Crisis Staff has been announced for this week, but the exact date is not yet known. The Prime Minister Ana Brnabić announced that the possible introduction of kovid passes in other facilities, apart from catering ones, would be discussed at the session.
According to sources from the Crisis Staff, there is a possibility that kovid passes will be sought in shopping malls, cinemas and other closed facilities, but that is only one of the options. Another option is that a decision will be made that the covid pass will be necessary to enter the catering facilities during 24 hours a day.
According to some members of the Crisis Staff, there is a lack of control and inspectors do not manage to control a large part of catering facilities. However, that is not a reason not to introduce 24-hour passes, they claim.
– Inspectors cannot control all bars and every citizen individually every night. However, since the new measure with covid passes was introduced, most caterers respect it and do not serve guests who do not have a pass after 8 p.m. They will not take risks and they cannot know whether the inspection will come to them. The same situation would be with the introduction of covid passes for 24 hours – there would be no control of each individual, but most institutions would respect that – they say in the Crisis Staff.
It is a question of the moment when such a decision will be made and when the conditions for that will be met, he says. What is needed is for each institution, such as a cinema or museum, to have its own guard, who would control the passes.
New Year’s celebration only outdoors?
– No measure will be adopted overnight, because it is better when they are introduced gradually. One should not expect a lock as is the case in Austria, as this would certainly lead to dissatisfaction and problems. Nobody wants that, but the only goal is just to get people vaccinated. If the new decision on the passes that will be needed 24 hours is not made at the next session, it will certainly be applied for the holidays – the Crisis Staff states. – One variant is to celebrate the New Year only in the open air. Another option is to introduce kovid passes for all catering facilities that would be valid 24 hours a day, during all holidays. This means that you will not be able to go to cafes and restaurants without it, but also to ski resorts and popular destinations in tourist centers.
Another topic that will be discussed at the Crisis Staff is the winter break, which could start earlier. Some members believe that nothing will be achieved, while others believe that it could make a significant difference in the number of infected children. Epidemiologist Branislav Tiodorovic, a member of the Crisis Staff for the fight against the crown, said that he would suggest that the winter school holidays start on December 15 instead of December 31, in order to cover the holiday period, including the New Year according to the Gregorian calendar.

According to him, the second possibility is for the holiday to start a little later, before the New Year, to cover that holiday period. According to that scenario, the first working day would be after Orthodox Christmas. He mentioned that the third possibility is for people from education to give their opinion on the vacation and the duration of the semester, since all decisions are broken behind their backs.
– The third option is for the teachers to give the best solution and the court, to see how they will fit the end of the semester and give grades – said Tiodorović.
