The 13-point PLAN for Kosovo, which according to unofficial information was proposed by the French president and the German chancellor, Emmanuel Macron and Olaf Scholz, is a recycling of Ischinger’s model of “two Germanys”, at its core is the demand that Serbia recognize the independence of a fake state, and in return receive some kind of the European perspective on a shaky and long stick, and as such is unacceptable for Belgrade.
This is how “Novosti” interlocutors evaluate the document launched in the Albanian media, which is claimed to have been recently brought to Pristina and Belgrade by the representatives of Macron and Solac. It proposes that next year, after 10 years since the signing of the Brussels Agreement, a new phase in the dialogue between Belgrade and Pristina will begin, and then that after another decade, when the EU is ready to expand and include the Western Balkans, a final formal agreement on recognition, as a precondition for the membership of Kosovo and Serbia in the EU.
The document states that “Serbia now, instead of recognizing it, must accept Kosovo as a separate political and legal reality”. It is clarified that here “the essence is the correct use of semantics” – the acceptance of Kosovo’s independence, as opposed to the recognition of Kosovo’s independence.
It is emphasized that “by the middle of 2023, essential normalization of relations must be achieved”. Serbia is requested not to oppose Kosovo’s membership in international organizations, which should take place in four stages: first, for Pristina to join the Council of Europe, then Interpol and UNESCO, then start negotiations for membership in NATO and apply for the EU , and finally to get a chair at the United Nations. If the proposal is accepted, Kosovo’s independence will be accepted by the five remaining EU countries, while Serbia will have significant financial aid and will be recognized as a power in the region.
PRISTINA ASSAULTS THE COUNCIL OF EUROPE
NON-PAPER on the accession of the so-called Kosovo was sent to the Council of Europe yesterday by the missions of the member states of this organization, whose headquarters are in Strasbourg, in which, among other things, it is stated that “there are no legal reasons” for rejecting this initiative. The non-binding document consists of ten points and was submitted to the Council of Europe by the General Consulate of Pristina in Strasbourg.
As proposed in the document, the Committee of Ministers should confirm that prior admission to the UN is not a prerequisite for membership in the Council of Europe, that is, that such a condition is not provided for in the Statute of this organization. The Committee of Ministers is also requested to invite the Parliamentary Assembly of SE to present its opinion on the membership of the so-called of Kosovo.
The State Secretary in the Ministry of Foreign Affairs, Nemanja Starović, said that it is ungrateful to comment on a document that is not official and whose one interpretation is the Albanian portal, on which the paper was published, but with 95 percent of the text blacked out. He emphasized that the proposal was in the form of a non-paper and that it was non-binding, that President Vučić refused to officially receive it, that he himself said that he had read it, and that the wording it contained was unacceptable and that we could not even formally approve it. we consider.
Former diplomat Zoran Milivojević also says, for “Novosti”, that this is just one of a series of non-papers about Kosovo and Metohija and that it does not offer anything new:
NEW ARMATURE OF UNCERTAIN PROMISES
FORMER ambassador to Egypt Dragan Bisenić pointed out that the EU’s proposal for the normalization of relations is “a new armature of uncertain promises”:
– Serbia should pay today, and the promise will allegedly be fulfilled in 10 years. In 10 years, who will remember what Scholz and Macron promised? Do they remember today what they promised Papandre and Proda?
Bisenić stated in his author’s text for Tanjug that the new proposal is in the form of a passive ultimatum – if Serbia does not accept this plan, “economic and financial isolation” will follow, if it accepts, it will receive “significant financial aid and will be recognized as a leading power in the region”. In translation, Serbia is suggested to “sleep over” Kosovo’s entry into international organizations, where the UN stands at the end of the whole series that includes the EU and NATO, “until the EU and the US resolve their issues with Russia.”
– Regardless of the semantic stunts with the call to “accept reality”, he essentially talks about the recognition of Kosovo from the beginning and as such is unacceptable. It is irrelevant what is further stated and proposed in the document, the explanations given are irrelevant. The leading European powers have an interest in quickly resolving the Kosovo issue and are trying to find a way to overcome the fact that Serbia will not recognize Kosovo. All this is part of new pressures and blackmail in order to impose solutions on Serbia that are in their interest.
Milivojević says that the plan attributed to Macron and Solac basically has a “two Germany” model, which also implies mutual recognition at one point. It also indicates that setting our European path for the next ten years shows that the enlargement policy is not at all on the agenda of the EU and that the “European perspective” that is offered to us has no content and is just a carrot.
ALBANCE ANGRY CURTI’S OFFICE
PRIME MINISTER of the temporary institutions of Pristina, Aljbin Kurti, announced the formation of an office for Preševo, Medveđa and Bujanovac, which will deal with “improving the position of Albanians in these municipalities”. Kurti appointed Ardita Sinani as a political advisor for Preševo, Medveđa and Bujanovac, as the first step towards the formation of the office. The President of the Municipality of Preševo Šćiprim Arifi estimated that Kurti’s decision will further divide the Albanians in the south of central Serbia:

Former Deputy Prime Minister and Head of the Coordination Center for Kosovo and Metohija Nebojša Čović indicates that “the proposal brought by Pletner and Bonn, advisers to the German Chancellor and the French President, contains, in the simplest analysis, a semantic play on words:
– So far it was – “recognize”, and now “accept” the independence of Kosovo, so we will travel through a period of ten years. It is simply not possible to accept such a proposal from our side.
